Karmen practices in the areas of government, environment and planning. Karmen advises local government authorities, state government, water authorities and private clients on planning, water, compulsory acquisition and environment law matters. Prior to becoming a lawyer, Karmen was a qualified town planner.

Experience

  • Representing and advising local government authorities, water authorities and private clients in relation to planning law matters such as planning approvals, planning scheme amendments, policy development, statutory interpretation, enforcement, affordable housing, existing use rights, development contributions, Aboriginal cultural heritage, earth resources, major hazard facilities and major projects.
  • Advising local government authorities, water authorities and private clients on administrative, water, compulsory acquisition and environmental law matters.
  • Preparing and/or appearing before the Victorian Civil and Administrative Tribunal, Advisory Committees and Planning Panels.
  • Advising on precinct structure plans for local government authorities and private clients.
  • Advising on the development of policy for various government clients.
  • Advising on and facilitating the alternative re-use of redundant industrial and/or large scale strategic redevelopment sites for local government, water authorities and private clients.
  • Drafting, negotiating and interpreting agreements, including agreements under section 173 of the Planning and Environment Act 1987.
  • Managing and coordinating cross discipline project teams and complex projects to achieve desired outcomes.
