Stephanie is a regulatory lawyer and leader, specialising in enforcement litigation, compliance advice, and regulatory strategy. She works with regulators to implement and deliver best practice in use of investigative, compliance and enforcement powers.

Stephanie has extensive experience as a regulatory litigator and legal advisor, also providing strategic advice, building capability within investigation, licensing, compliance, enforcement and legal teams, and improving governance processes.

In previous legal roles she worked with the Essential Services Commission (Victoria), the Environmental Protection Authority (Victoria), Consumer Affairs Victoria, the Business Licencing Authority, WorkSafe Victoria, the Australian Competition and Consumer Commission, and the Office of Public Prosecutions (Victoria).


Experience

  • Conducting prosecutions, civil penalty proceedings, disciplinary enquiries, injunction applications, appeals and reviews.
  • Litigating in all Victorian courts, the Federal Court of Australia, the High Court of Australia and the Victorian Civil and Administrative Tribunal.
  • Providing legal advice on investigations, enforcement litigation, administrative decision-making, licensing, and compliance and enforcement powers.
  • Drafting coercive notices, enforceable undertakings, licence conditions, approvals and internal review recommendations.
  • Drafting regulatory policy, reviewing existing regulatory policy, and advising how to build regulatory capability.
  • Creating compliance and enforcement manuals, templates, standard operating protocols, and external-facing regulatory publications for Compliance, Enforcement and Regulatory Operations teams.
  • Reviewing draft legislation to advise on its workability.
  • Training lawyers, executives, investigators and regulatory operations staff – foundational through to masterclass units on topics including lawful exercise of power and decision-making, evidence law, litigation, statutory interpretation, Charter rights and proceeds of crime.
