Robert’s expertise is focussed on advising local government in respect of planning and environment related matters.

Robert has both front and back end experience in the planning permit process, having been formerly employed as an in house counsel for an inner city local government and regularly appearing at the Victorian Civil and Administrative Tribunal.


  • Former in house counsel for an inner city local council in respect of town planning matters, including restrictive covenants, easements, merits reviews, cancellation/amendment applications, declaration applications as well as a large number of interlocutory (procedural) matters.
  • Regular appearances at VCAT, including at Practice Day Hearings, Compulsory Conferences and Hearings.
  • Experienced with the Planning and Environment Act, Local Government Act and Subdivision Act.
  • Experienced in selecting, briefing and instructing appropriate counsel for town planning matters.
  • Experienced in planning enforcement matters.
