Extensive experience in legislative development and statutory interpretation preparing Cabinet submissions, drafting instructions, regulations, Orders in Council and other legislative instruments, Compliance Codes, regulatory guidance and forms.

Currently advising on a proposal to create a new statutory authority in Victoria, including preparing drafting instructions for the necessary legislation and the provision of legal policy advice on the authority’s objects, functions, powers, and interaction with existing laws.

Advised on energy regulation and legislative development, including: interaction with and derogation from national laws; retail regulation; distribution networks; bushfire mitigation; emergency powers, compulsory acquisition of land, appointments of directors and committee members, and energy safety.

Advised on the legislative framework for solar energy and energy efficiency government programs, including the preparation of regulations framed around the technical capabilities and resourcing of the regulator.

Advised on Occupational Health and Safety labour hire policy reforms.
