Kate is a dedicated and client-focused valued member of the Property and Development team. Kate delivers expert commercial advice to government on a wide range of issues involving property.

Kate also works with rural and urban water businesses in the acquisition of sites for infrastructure projects and providing advice about governance and general commercial matters affecting water businesses. Kate specialises in property advice and transaction work for water businesses and local government.


  • Acting for local government, state government, corporate entities and water corporations in all aspects of dispositions and acquisitions of land, subdivisions and creation of easements

  • Advising a water corporation about the planning control and development/works approval process that it needed to comply with in order to undertake significant works to its infrastructure and to dispose of the material removed from the site of the works

  • Acting for local government and water corporations in advising about and drafting contracts, tenders and other specialised agreements for such entities

  • Advising local government about governance issues, fundraising/borrowing powers, rating powers, powers in relation to the disposition or leasing of land, competition and consumer law and many other issues

  • Acting for rural and urban water businesses in the acquisition of sites for sewerage systems and water treatment infrastructure, including drafting contracts for complex transactions

  • Advising water businesses about governance issues arising under the Water Act 1989, consumer law compliance, compliance with ESC directions, determinations and policies, debt recovery matters and advice about imposing and recovering charges raised by tariff and other mechanisms

  • Acting for local government in leasing matters (landlord or tenant), including drafting and negotiating the terms of telecommunication leases and general leases/licences and termination of caravan park leases
