James has practised as a planning and environment lawyer in Victoria since 2004. He regularly appears before the Victorian Civil and Administrative Tribunal (VCAT), Planning Panels Victoria (PPV) and Ministerial Advisory Committees, representing landowners, developers, state government and local authorities. His work spans the full spectrum of the land development process, providing strategic advice and support to developers throughout the process from site acquisition to delivery. His work also includes advice in relation to Land Tax, Windfall Gains Tax and GAIC.
James also advises and acts for local councils on a wide range of planning and environment matters including policy development, administrative procedures, enforcement actions, cultural heritage and planning prosecutions. Admitted in 1998, before moving to Melbourne, James worked in the United Kingdom as an in-house planning lawyer for several local councils, gaining valuable experience in public sector planning law.
His expertise has been recognised in Best Lawyers Australia (2019 edition) for Planning and Environment Law, and in Doyles Guide Australia (2019) as a leading Town Planning and Development Lawyer in Victoria. James is a committee member of the Urban Developers Institute of Australia.
