Emily is a lawyer in the Regulatory Compliance – Aged Care & Disability Services Team, sitting within the firm's Public Law & Regulatory Compliance practice. Her practice is focused on advising aged care, NDIS, dual-registered providers and retirement village operators, on their obligations under Commonwealth and State legislation, including the Aged Care Act 2024, the National Disability Insurance Scheme Act 2013, and their associated Rules.

Emily’s varied professional background enables her to take a holistic approach to compliance issues across the aged care, disability and retirement living sectors, considering the statutory framework and its intersection with other applicable laws, the regulator's likely approach, and the practical operational consequences together.

Emily has deep practical knowledge of how regulatory obligations apply in practice, and regularly assists with sensitive, high-risk matters involving regulatory scrutiny and organisational governance issues. These matters include responding effectively to regulators, handling whistleblower disclosures, developing compliance frameworks and regulatory investigations.

Experience

  • Advising providers across the aged care, disability services and retirement villages sectors on their regulatory obligations.
  • Assisting clients in responding to regulatory investigations and examinations, Code of Conduct matters, information requests, and regulators' decisions.
  • Assisting with compliance program development, including designing compliance frameworks, compliance risk assessments, and monitoring and reporting systems, drawing on prior experience working in a London regulatory compliance practice.
  • Applying rigorous statutory interpretation skills honed as a Judge's Associate to a Justice of the Supreme Court of Victoria, to the construction of legislative and regulatory instruments.
  • Assisting with coronial investigations and inquest work for registered providers in aged care and disability, drawing on prior experience in criminal law relevant to matters with disciplinary, prosecutorial or coronial dimensions.
