David is a highly regarded practitioner who regularly acts for government authorities and private sector clients. His expertise includes land acquisition and compensation, planning, environmental licensing and compliance, contaminated land and water law matters.


  • Extensive experience in all aspects of compulsory land acquisition, including advising on and litigating claims for compensation under the Land Acquisition and Compensation Act 1986 and the Planning and Environment Act 1987
  • Appearing on behalf of clients before the Victorian Civil and Administrative Tribunal, Planning Panels Victoria and Supreme Court of Victoria in planning and environmental proceedings
  • Advising Federal and State government authorities in relation to the environmental impact assessment of major infrastructure projects
  • Advising in relation to the remediation and development of contaminated and potentially contaminated land
  • Undertaking planning and environmental due diligence
  • Advising in relation to planning agreements, including with respect to liability for developer contributions and vegetation offsets
  • Advising water authorities regarding catchment management, water infrastructure issues and rights and obligations under the Water Act 1989
