Caroline has specialised in the provision of advice and the conduct of litigation proceedings for Government clients. Caroline is currently acting on behalf of the Secretary to the Department of Justice and Regulation in respect of Supervision Order matters pursuant to the Serious Sex Offenders (Detention and Supervision) Act 2009 in the Public Law, Litigation and Aged Care team.

Caroline also has experience representing Government and private clients in Victoria’s peak industry bodies and Tribunals. Caroline has a strong litigation background, having experience in debt recovery, civil litigation, insolvency litigation and building dispute litigation.



  • Advising and litigating on behalf of government bodies including the Department of Justice and Regulation. Specifically, acting on behalf of the Secretary to the Department of Justice and Regulation for applications for Interim Supervision Orders, Supervision Orders and Reviews and Renewals of the Orders under the Serious Sex Offenders (Detention and Supervision) Act 2009.
  • Providing advice and conducting prosecution proceedings on behalf of local government clients in respect of various legislative schemes, including: Building; Planning; Domestic Animals; Health and Wellbeing; and various local laws.
  • Representing local government clients in Appeal proceedings before the Building Appeals Board and representing builders in disciplinary enquiries and registration proceedings before the Building Practitioners Board.
  • Providing general advice to local government clients concerning statutory interpretation, compliance and risk management.
  • Providing advice and acting on behalf of builders and home owners in domestic building dispute litigation in the Victorian Civil and Administrative Tribunal.
  • Conducting debt recovery proceedings in the Magistrates’ Court.
  • Conducting bankruptcy and insolvency proceedings in the Federal Court of Australia and the Federal Magistrates’ Court.
