Stephanie Morrow joins as Special Counsel, bringing deep expertise in regulatory strategy and enforcement

Stephanie is a highly regarded regulatory lawyer and leader, specialising in enforcement, compliance, and regulatory strategy. Her appointment reflects Russell Kennedy’s ongoing commitment to delivering sophisticated legal solutions to government and regulatory clients and aligns with the firm’s strategic focus on further strengthening its public law capabilities.
With extensive experience as a regulatory litigator and legal advisor, Stephanie has worked with key Victorian agencies including the Essential Services Commission, Environmental Protection Authority, Consumer Affairs Victoria, and the Office of Public Prosecutions. Her work has spanned litigation, strategic legal advice, capability building within investigation teams, and the development of governance processes that support effective regulatory outcomes.
