Russell Kennedy is delighted to announce that Mark Bartley, Special Counsel in our Government, Planning & Environment practice, has been named the recipient of the Richard J Evans Award for Excellence in Planning and Environmental Law by the Victorian Planning and Environmental Law Association (VPELA).
The Richard J Evans Award is the highest honour in the planning and environment profession, recognising individuals who have made an outstanding and sustained contribution to town planning or the environment, demonstrated exceptional leadership, and inspired others through their professional practice.
Mark’s career spans almost 50 years and encompasses an extraordinary breadth of contribution as a planner, lawyer, leader, educator and mentor. Widely regarded as one of the most influential figures in Victorian planning and environmental law, Mark has played a formative role in shaping planning practice and policy while remaining deeply committed to responsible development, environmental stewardship and the public interest.
Beginning his career in planning after completing studies in geography and urban planning, Mark worked across regional and state planning authorities before transitioning into law and establishing himself as a leading practitioner. His dual qualifications have defined his approach, enabling him to deliver deeply practical, technically rigorous outcomes across major infrastructure, water, transport and development projects, including work before VCAT, Planning Panels and advisory committees.
Throughout his career, Mark has also demonstrated exceptional professional leadership, serving on boards and committees across key industry bodies, including VPELA, the Urban Development Institute of Australia and the Australian Water Association. He is an LIV Accredited Specialist and a Fellow of multiple professional associations, reflecting the esteem in which he is held by peers across the profession.
Equally significant is Mark’s impact on people. Known for his generosity, warmth and love of the profession, he has mentored generations of planners and lawyers, imparting both technical insight and confidence. His influence is evident in the many respected practitioners who credit Mark with shaping their careers.
This award recognises not only Mark’s remarkable professional achievements, but his lifelong commitment to planning excellence, leadership and inspiration.
